The article examines the methodological foundations of analyzing the effectiveness of public fnancialmanagement. It highlights theoretical and methodological approaches to assessing the efciency of public fnancial
resource utilization, as well as modern tools and criteria applied under market economy conditions. Particular attention
is given to the principles of comprehensiveness, systematization, and adaptability, which allow for consideration of both
internal and external factors influencing the functioning of the fnancial system.
The author emphasizes that improving the methodology of efciency analysis in public fnancial management contributes
to greater transparency in budget processes, strengthening fnancial discipline, and fostering sustainable macroeconomic
policy. The fndings of the study can be applied to the development of strategic decisions in fscal policy, optimization of
government expenditure structures, and improvement of fnancial control mechanisms.
