Abstract

The organizational and legal foundations for establishing a talent pool within local government authorities in
Uzbekistan are analyzed. The study examines regulatory legal acts defining the legal status of local government, legislation
governing the civil service, procedures for establishing and maintaining the National Talent Pool, human resource
management mechanisms in central and local executive authorities, and reforms being implemented in 2025–2026. It is
substantiated that, unlike the traditional practice of compiling personnel lists, the talent pool is evolving into a comprehensive
system encompassing the identification, selection, and assessment of promising personnel, the development of
their competencies, the preparation of individual development plans, and the monitoring of their professional growth. The
institutional, legal, digital, and competency-based mechanisms for establishing a talent pool for local executive authorities
are analyzed, and scientific and practical recommendations for their further improvement are developed
